The Cheapest Way to Call Mexico in 2026 (Compared, With Real Prices)

Calling Mexico is one of the cheapest international routes in the world, and if you are paying more than a few cents a minute you are paying too much. WhatsApp is free if the person has it. For an ordinary Mexican phone, TwinPhone charges $0.02–$0.04/min depending on the area code, so $10 of credit is about 250 minutes at the higher rate.

Dial 011 52 from a US landline or +52 from a mobile or browser dialer, then the 10-digit Mexican number. You no longer add a 1 before mobile numbers — that requirement was removed in 2019 and instructions telling you otherwise are out of date.

The reason this route is so cheap is proximity and volume: Mexico is the largest international calling corridor from the United States by a wide margin, and competition on it is fierce. That does not stop US mobile carriers charging a dollar or more a minute for the same call without an international add-on.

Mexico's dialing rules changed in 2019 and a lot of published guidance never caught up, so this trips people up more than the cost does.

The format

From a US landline: 011 + 52 + the 10-digit Mexican number. From a mobile or a VoIP dialer: +52 + the 10-digit number. That is the whole rule.

The 1 that used to be required

Until August 2019 you had to insert a 1 between 52 and a Mexican mobile number, so +52 1 55 1234 5678. Mexico's regulator abolished that, and mobile numbers are now dialled identically to landlines. Adding the old 1 will usually fail. If you have a number saved in your contacts from before 2019, this is why it stopped working.

Area codes worth knowing

Mexico City is 55, Guadalajara 33, Monterrey 81 — all two digits, followed by an eight-digit subscriber number. Most other cities use three-digit codes with seven digits after: Cancún 998, Tijuana 664, Puebla 222, Mérida 999, Querétaro 442. Either way the total is always ten digits.

Telling mobile from landline

You largely cannot from the number alone, since the 2019 change removed the distinguishing prefix. This matters less in Mexico than elsewhere because on TwinPhone the price follows the area code rather than the line type: numbers starting 55, 33 or 81 bill at the low end of $0.02–$0.04/min and most other area codes at the high end.

Time zones

Most of Mexico, including Mexico City, is on Central Time and abolished daylight saving in 2022, so the offset from US Central Time shifts by an hour across the year. Baja California stays aligned with US Pacific. In practice: Mexico City, Guadalajara and Monterrey stay on UTC-6 all year, so they are two hours behind the US East Coast while US daylight saving time is on (until November 1, 2026) and one hour behind after that. Cancún (Quintana Roo) stays on UTC-5 and Sonora on UTC-7 all year.

The US-to-Mexico corridor carries more international call minutes than any other route out of the United States, and that volume has driven termination rates down for two decades. Cheap is the normal state of this route; expensive means someone is taking a margin.

Volume and competition

Roughly 11 million people born in Mexico live in the United States, and the calling demand that creates has attracted every wholesale carrier worth naming. Where many carriers compete to deliver the same traffic, the price to deliver it falls.

Regulatory pressure

Mexico's telecom reform in 2013 put the dominant operator, América Móvil, under asymmetric regulation and forced interconnection rates down sharply. Those wholesale reductions passed through to international termination, which is what a VoIP provider actually pays.

Why your carrier bill does not reflect any of this

Mobile carriers price international calling as a retail add-on rather than as a pass-through of what it costs them. The wholesale rate to a Mexican mobile is a fraction of a cent; the retail rate on a US mobile plan without an add-on can be a dollar or more a minute — check your plan. The gap is margin, not cost.

WhatsApp is free between users and adoption in Mexico is very high, so for family and friends this is usually the answer. Nothing paid competes with free.

Where it works

Voice and video between WhatsApp users, over wifi or mobile data. Quality on a reasonable connection is good, and most people in Mexico with a smartphone already use it as their primary messenger.

Where it does not

It cannot call a landline, a business, a clinic, a bank or a government office, and it cannot reach a relative on a feature phone. Both sides need working data at the same moment. For anything institutional, you need a service that dials real numbers.

A pay-as-you-go VoIP service reaches any Mexican phone at a per-minute rate close to wholesale, with no subscription. It is how to reach a Mexican number that is not on WhatsApp when your phone plan does not include Mexico.

What it costs

Billing is by the minute, rounded up, with a one-minute minimum, because both carriers invoice a full minute the moment a call is answered. The smallest top-up is $10 and the balance does not expire.

What it requires

Where it falls short

It is not free, so use WhatsApp where you can. There is no video and no app-to-app messaging. TwinPhone rents US and Canadian numbers only, so it cannot give you a Mexican number for people to call you back on — that needs a Mexican provider.

US carriers sell Mexico-inclusive add-ons for a monthly fee, and some postpaid plans now bundle Mexico calling outright. The bundled case is genuinely competitive; the add-on case usually is not.

When it is a good deal

Several US plans include calling to Mexico and Canada at no extra cost as a standard feature. If yours does, use it — the marginal cost is zero and there is nothing to set up. Check your plan before paying for anything else.

When it is not

If Mexico is not bundled and you are buying a monthly add-on to make occasional calls, you are likely paying more in fees than the calls would cost on a pay-as-you-go service. Without any add-on, pay-per-use rates to Mexico are often a dollar or more a minute — check your plan.

Calling cards advertise very low headline rates to Mexico and the effective cost after fees is routinely several times higher. They persist because they are sold for cash in exactly the neighbourhoods that call Mexico most.

How the advertised rate becomes the real rate

A connection fee on every call, weekly maintenance charges that drain an unused balance, rounding to three-minute blocks on some cards, and a surcharge for dialling from a mobile. On a route where the honest rate is a few cents a minute, those fees dominate the bill entirely.

When it still makes sense

No smartphone, no computer, no bank card. That is a real situation and cards serve it. Everyone else is paying a premium for a format that made sense in 2005.

If you travel to Mexico regularly, a local prepaid SIM or eSIM gives you domestic Mexican rates and a Mexican number. This is a different product from the others here and solves a different problem.

What it does well

Domestic calling inside Mexico at Mexican prices, plus a Mexican number people can reach you on locally. Telcel has the widest coverage, particularly outside cities. For anyone spending weeks at a time in Mexico, this beats roaming comprehensively.

What it does not do

It does not help you call Mexico from the United States, which is the actual question here. A Mexican SIM used from the US is roaming, and roaming is the most expensive way to make any call.

You already have a plan that includes Mexico

Use it. Check first — several US plans bundle Mexico and Canada, and people pay for a second service without realising.

You are new to the US and have no phone number yet

Mexican toll-free numbers beginning 800 are free only when dialled from inside Mexico, and most cannot be reached from the United States at all. This catches out anyone trying to reach a Mexican bank, airline or utility from abroad, and the workaround is usually to find the geographic number instead.

How Mexican toll-free numbers are written

Domestically they appear as 01 800 followed by seven digits. The 01 is a domestic long-distance prefix that no longer serves any purpose after the 2019 numbering change, so the number is really 800 plus seven digits. From abroad you would dial +52 800 XXX XXXX — and whether it connects depends entirely on whether the Mexican company has paid for international access to that number, which most have not.

What to do instead

Look on the organisation's website for a geographic number — one starting 55 for Mexico City, 33 for Guadalajara, 81 for Monterrey. Large Mexican companies almost always publish one for exactly this reason, often labelled for callers from abroad. That number is an ordinary landline and any calling service reaches it at standard rates, which on this route means around two cents a minute.

Premium and special-rate numbers

Numbers in the 900 range are premium-rate and are charged well above standard rates, in Mexico as elsewhere. Most VoIP services either block them outright or price them separately, and none of the rates quoted in this article apply to them. If a number begins 900, check the price before dialling rather than assuming the country rate.

The return direction is asymmetric: calling the US from Mexico on a Mexican carrier is generally more expensive than calling Mexico from the US, and the same VoIP options fix it. Anyone who splits time between the two countries runs into this immediately.

How to dial

From Mexico, dial 00 (the Mexican exit code) + 1 (the US country code) + the 10-digit US number. From a mobile or a VoIP dialer, +1 followed by the ten digits works the same way.

Why it costs more that way round

US termination rates are low, but Mexican carriers price international outbound as a retail product with its own margin, and the competitive pressure that drove US-to-Mexico pricing down does not apply symmetrically. A Mexican prepaid plan calling a US number typically costs several pesos a minute unless an international bundle is attached.

What to use instead

The same browser-based services work in both directions and are not tied to where you are sitting.
