The short answer

If both people have WhatsApp and an internet connection, use WhatsApp — it is free and it is what most of India already uses. If you need to reach an ordinary Indian phone that is not on WhatsApp, the cheapest reliable options are Google Voice, TwinPhone and Rebtel, and which one wins depends on whether you call India occasionally or constantly.

Dial India as 011 91 from a US landline, or +91 from a mobile or a browser dialer, then the 10-digit Indian number with any leading zero removed. Indian mobile numbers begin with 6, 7, 8 or 9.

The counterintuitive part of this route: calling an Indian mobile is cheaper than calling an Indian landline on most services, which is the reverse of nearly every other country. TwinPhone charges from $0.1064/min to Indian mobiles against $0.1438/min to landlines, and the reason is explained below.

02

How to dial India from the United States

Getting the format right removes most of the failed calls people blame on their provider.

The dialing sequence

From a US landline: 011 (the US exit code) + 91 (India) + the 10-digit number. From a mobile phone or any VoIP dialer, press + instead of 011, so the whole thing is +91 followed by ten digits.

Drop the leading zero

Indian numbers are often written locally with a leading 0 — 098765 43210. That zero is a domestic trunk prefix and must be removed when calling from abroad. The number becomes +91 98765 43210. Leaving it in is the single most common reason an India call fails to connect.

Telling a mobile from a landline

Indian mobile numbers are ten digits starting with 6, 7, 8 or 9. Landlines have an area code of two to four digits followed by the subscriber number: Delhi is 11, Mumbai 22, Bangalore 80, Chennai 44, Hyderabad 40, Kolkata 33. Since mobiles are usually the cheaper call, this is worth being able to spot.

Time zones

India is UTC+5:30 and does not observe daylight saving, so the gap from US Eastern is 9.5 hours in winter and 10.5 in summer. Comfortable calling windows from the US East Coast are roughly 8–11pm ET, which lands at 6:30–9:30am in India, or early morning ET for Indian evenings.

03

Why Indian mobiles cost less than Indian landlines

India's mobile termination rate — the fee an operator charges to accept an incoming call onto its network — was cut to zero for domestic calls in 2021 and has been held very low for international traffic since. That fee is the largest component of what any VoIP provider pays to complete your call, so where it is low, the retail price follows.

What a termination rate is

When your call reaches India, the network that owns the destination number charges the network delivering the call for the privilege. That inter-operator fee is regulated, and in India the regulator has driven mobile termination down aggressively as part of a broader push on affordability.

Why landlines did not follow

India's fixed-line network is smaller, older and concentrated in state-owned operators with a different cost structure and different regulated rates. Fewer than one in fifty Indian phone connections is a landline, so there has been little competitive pressure on that termination fee.

What that means for you

Ask for a mobile number when you have the choice. If a business gives you both an office landline and a mobile, the mobile is usually the cheaper call — the exact inverse of the advice that applies to Germany or the UK.

04

1. WhatsApp — free, and already installed

WhatsApp calling is free between users and is the default way most of India communicates, with well over half a billion users in the country. If the person you are calling has it, this is the answer and nothing else on this list competes with free.

What it does well

Costs nothing beyond data. Voice and video both work, quality on a decent connection is good, and adoption in India is close to universal among people who have a smartphone.

Where it falls down

It only calls other WhatsApp users. It cannot dial a landline, a business switchboard, a hospital reception, a bank or a government office, and it cannot reach an older relative who has a feature phone. Both parties need working internet at the same moment, which is not a given on rural connections.

Who should pick it

Anyone calling family and friends who are on it. Which, in India, is most of them.

05

2. Google Voice — cheap, if you can have it

Google Voice offers low per-minute rates to India and is free to hold, but only if you are in the United States and already have a US phone number to register with. For US-based callers who qualify, it is one of the cheapest routes to an Indian number.

What it does well

Rates to India are competitive, the account is free, and it integrates with the Google contacts and Android phone you probably already use. Voicemail transcription is included.

Where it falls down

New personal signups are US-only and require an existing US number, which excludes anyone who has moved to the US recently without one, and everyone outside the country. The per-minute rate is not displayed before the call connects, so you find out what it cost afterwards. Numbers are US-only.

Who should pick it

Established US residents with a US mobile number who want the cheapest option and do not mind the ecosystem.

06

3. TwinPhone — no app, no SIM, rate shown before you dial

TwinPhone calls Indian mobiles from $0.1064/min and Indian landlines from $0.1438/min, from a browser tab with no app and no US phone number required to sign up. It is our product, and it is third because WhatsApp is free and Google Voice is cheaper for people who can get it.

What it does well

Signup takes an email address — no SIM, no card, no existing phone number — which matters on this route specifically, because a large share of people calling India from the US are recent arrivals who do not yet have a US mobile and are therefore locked out of Google Voice. The destination rate appears on screen before the call connects, so an India call never surprises you. The person you call answers on an ordinary handset with nothing installed. Billing is by the minute, rounded up, with a one-minute minimum, the smallest top-up is $10, and the balance does not expire.

Where it falls down

Not free, so if your contact is on WhatsApp you should use WhatsApp. No video and no app-to-app messaging. Virtual numbers are US and Canada only, so TwinPhone cannot give you an Indian number for people in India to call you back on — for that you need an Indian provider.

Who should pick it

People without a US phone number, and anyone calling Indian landlines and business numbers that WhatsApp cannot reach.

07

4. Rebtel — best if India is the only country you call

Rebtel sells an unlimited monthly plan to India for roughly $10, which beats every per-minute service on this list above about 100 minutes a month. The arithmetic is simple and it is the right answer for a specific and quite common pattern.

What it does well

Predictability. One flat monthly figure, no per-minute anxiety, no watching a balance. For someone who speaks to their parents in India for half an hour several times a week, this is comfortably the cheapest option here.

Where it falls down

The plan covers India and nothing else, so a second country means a second plan and the economics fall apart. Mobile app only, with no browser client. If your usage drops for a couple of months, you pay anyway.

Who should pick it

High-volume callers to India specifically. Above roughly 100 minutes a month, stop calculating and buy the plan.

08

5. Skype — no longer an option

Microsoft retired consumer Skype on 5 May 2025, so it is not available to new users and Skype Credit is no longer sold. It appears here only because it still turns up in older lists and search results for this exact question.

What replaced it

Microsoft moved users to Teams, which handles chat, meetings and app-to-app calls but does not sell per-minute calling to ordinary phone numbers for consumers. Teams Phone exists but is a per-user business licence on top of Microsoft 365.

What to do if you had Skype Credit

The window to spend or refund a remaining balance, and to port a Skype Number out, has closed. Any of the pay-as-you-go services on this list is the functional replacement; our Skype alternative guide covers the migration in detail.

09

6. International calling cards — usually a false economy

Calling cards advertise headline rates to India as low as a couple of cents a minute, and the effective cost after fees is routinely several times the advertised figure. They remain widely sold in areas with large Indian diaspora populations, which is why they are worth addressing rather than ignoring.

How the advertised rate becomes the real rate

Connection fees of $0.49 to $0.99 per call, weekly maintenance charges that erode an unused balance, rounding to three-minute increments on some cards, and a surcharge for calling from a mobile. A ten-minute call at an advertised $0.02/min can settle above a dollar once those apply.

Where they still make sense

If you have no smartphone, no computer and no bank card, a physical card bought with cash is a real option and the alternatives are not available to you. That is a narrower group than the market for these cards suggests.

Who should pick it

Almost nobody with internet access and a payment method.

10

7. Your US carrier's international add-on

AT&T, Verizon and T-Mobile all sell India-inclusive international add-ons for roughly $10 to $15 a month, and the per-minute rates on top are still well above VoIP. Without an add-on, pay-per-use rates to India run to several dollars a minute.

What it does well

Zero setup and it uses your existing number, so people see a caller ID they recognise. Call quality follows your cellular signal, which indoors is sometimes better than a congested wifi network.

Where it falls down

Cost, at every level. The monthly fee applies whether you call or not, the per-minute rate on top is uncompetitive, and the rate is not shown before you dial. For a route as well-served as US-to-India, this is the most expensive way to do it.

Who should pick it

People who make one or two India calls a year and genuinely value not installing anything.

11

8. Viber Out — reasonable, if Viber is already there

Viber Out lets you call ordinary phone numbers from inside the Viber app at per-minute rates that are competitive to some destinations and unremarkable to others. On the India route it sits mid-table.

What it does well

If Viber is already installed for messaging, adding paid calling to real numbers is one less app. Free Viber-to-Viber calls work like WhatsApp's.

Where it falls down

Mobile app required, with no serious browser option. Pricing varies widely by destination and is not surfaced clearly before dialling. Viber's Indian user base is far smaller than WhatsApp's, so the free app-to-app path is less likely to be available to you.

Who should pick it

Existing Viber users who occasionally need to reach a real number.

12

Cost comparison for a 20-minute call to India

Twenty minutes is a realistic length for a call home. The TwinPhone figures come from the same pricing engine that debits the wallet; everything else is a market claim. Competitor pricing checked 14 August 2026 against each provider's public pricing page.

Cost of a 20-minute call from the USA to India, by service

Note the direction of the mobile and landline columns for TwinPhone: the mobile call is the cheaper one, which is unusual and specific to India's termination rates.

13

Which one is right for you

Four patterns cover almost everyone asking this question.

You are calling family who have smartphones

WhatsApp. It is free, they already have it, and no paid service can beat that. Keep a pay-as-you-go account topped up for the times they are unreachable.

You are calling landlines, offices or older relatives

A pay-as-you-go service. Google Voice if you have a US number to register with, TwinPhone if you do not. Both reach any Indian phone regardless of what the person on the other end has installed.

You call India for hours every month

Rebtel's unlimited India plan. Above roughly 100 minutes a month the flat fee wins, and it keeps winning as your usage climbs.

You have just arrived in the US

This is the case Google Voice cannot serve, because you do not yet have a US phone number to verify with. TwinPhone needs only an email address, which is why it exists on this list at all. Current India rates are published live.

14

Things that go wrong on this route

Three recurring problems, all avoidable.

The leading zero

Written locally, Indian numbers carry a 0 that must be dropped from abroad. If a call fails immediately with no ring, check this first — it is the cause more often than anything else.

Assuming landline is cheaper

On almost every other route it is. On India it is not, and choosing the office landline over the mobile can cost you a third more per minute for no benefit.

Trusting an advertised calling-card rate

Compare on the total cost of a real call, including the connection fee and any rounding, not on the number printed on the card. A service that shows the rate before it connects the call removes this problem entirely.

Preguntas frecuentes

Dudas habituales sobre llamadas internacionales.

What is the cheapest way to call India from the USA?

WhatsApp is free if the person you are calling uses it, which in India most people with a smartphone do. To reach an ordinary phone, Google Voice is among the cheapest for US residents who have a US number to register with, TwinPhone charges from $0.1064/min to Indian mobiles with no signup requirements beyond an email address, and Rebtel's unlimited India plan at around $10/month is cheapest above roughly 100 minutes a month.

How do I dial India from the United States?

Dial 011 then 91 then the 10-digit Indian number from a US landline, or +91 followed by the 10-digit number from a mobile or browser dialer. Remove any leading zero from the Indian number: a number written locally as 098765 43210 is dialled as +91 98765 43210.

Why is calling an Indian mobile cheaper than an Indian landline?

India's regulator drove mobile termination rates — the fee an operator charges to accept an incoming call — down to very low levels, and that fee is the largest component of what a calling provider pays to complete your call. India's fixed-line network is much smaller and has seen far less competitive pressure, so landline termination stayed higher. TwinPhone charges from $0.1064/min to Indian mobiles and from $0.1438/min to landlines.

Can I call India without installing an app?

Yes. TwinPhone runs in Chrome, Edge, Firefox, Brave or Safari with nothing to install, and connects to ordinary Indian landlines and mobiles so the person you call needs no app either. Google Voice also works in a browser for those who can register for it.

Do I need a US phone number to call India from the USA?

Not with every service. Google Voice does require an existing US phone number to create an account, which excludes recent arrivals. TwinPhone asks only for an email address or a Google account, with no SIM, no carrier contract and no card required to sign up.

Can I get an Indian phone number to receive calls from India?

Not from TwinPhone, which rents US and Canadian numbers only. Indian numbering requires the operator to verify the end user locally, so an Indian provider or an international carrier that has built that verification flow is the route. Be sceptical of any service that offers an Indian number without asking for documentation.

Is WhatsApp calling to India really free?

Yes, between WhatsApp users — you pay only for the data the call consumes. It cannot reach Indian landlines, business switchboards, government offices or anyone without the app, which is why most people calling India keep a pay-as-you-go service alongside it.
