Does Google Voice work in Spain?

Yes for businesses, no for private users. Google lists Spain among the fourteen countries where Google Voice for Workspace can issue local numbers, and a Workspace administrator in Spain can assign Voice licences and +34 geographic numbers to staff.

The free personal Google Voice is a different product. Google states that standalone Voice plans are US-only, and a personal account is verified against a US phone number at sign-up — a Spanish number is refused. A person in Spain who already opened a personal Google Voice account in the United States can keep using it when travelling, but cannot open one from Spain.

So the honest answer to "¿funciona Google Voice en España?" is: it works if your company pays for it, and it does not exist for you as an individual.

Is Google Voice free in Spain?

No. The free tier of Google Voice is the personal product, and the personal product is available in the United States only. In Spain the only Google Voice is the Workspace add-on, which costs $10, $20 or $30 per user per month on top of a Google Workspace subscription (Business Starter is €6.80 per user per month in Spain).

That puts the cheapest working Google Voice seat in Spain at roughly €16 a month per person before any international calling charges. It is a fair price for a company that wants a Spanish office line inside Gmail. It is not a free second number, and no VPN changes that — the block is the phone-number verification, not your IP address.

What does not work with Google Voice in Spain?

Two limits catch people after they have paid. First, texting: Google's own subscription comparison says SMS can be sent only to US numbers, so a Spanish +34 Google Voice number cannot send or receive text messages at all — no verification codes, no customer replies. Second, portability: Spanish mobile ranges (6xx/7xx) and non-geographic numbers are excluded from porting into Voice, so an existing Spanish mobile number stays with its carrier.

A third limit is structural rather than a bug. Voice is administered through Workspace, so a freelancer or a family cannot buy a single licence in a lunch break. Someone has to be the admin, buy the Workspace seat, then buy the Voice add-on, then assign the number.
