Why Calling Japan Is So Expensive (and How to Fix It)

If you've ever looked at your phone bill after calling Japan, you know the pain. AT&T and T-Mobile charge $3.00-4.00 per minute to Japan without an international add-on (AT&T $4.00, T-Mobile $3.00; rate cards checked September 28, 2026) — that's $180-240 for a one-hour call. Verizon's Global Choice add-on costs $10 a month per line for 180 minutes to Japan, then $0.05/min. International calling cards cost cents per minute, but many add a fee to every call: toolani charges a $0.05 connection fee per call and mytello a 5¢ set-up fee.

But here's the thing: the technology to make calls to Japan for pennies per minute already exists. You just need to know where to look.

The 5 Cheapest Ways to Call Japan from the US

Here's a breakdown of every method, with the per-minute rates each one lists on its own rate page (checked September 28, 2026):

  1. TwinPhone — $0.15–$0.25/min (landline, depending on the area code), $0.16/min (mobile). Browser-based, no app, encrypted in transit, no US number needed. Start from just $10.
  2. Google Voice — $0.02/min (landline), $0.04/min (mobile). Requires a Google Voice account with a US number.
  3. Viber Out — from $0.027/min to landlines and mobiles, no connection fee. Requires the Viber app.
  4. Rebtel — $0.025/min (landline), $0.05/min (mobile), or a Japan Unlimited plan at $5/month. Requires the app.
  5. Calling cards — toolani lists $0.024/min (landline) and $0.059/min (mobile) plus a $0.05 connection fee per call; mytello lists $0.027 and $0.045 plus a $0.05 set-up fee.

Per minute, the app services above list lower rates to Japan than TwinPhone. What TwinPhone offers instead is a dialer in your browser tab: nothing to install, no subscription, and each number's rate shows before you dial.

How to Dial Japan from the US

The format for calling Japan from the US is:

Exit code (011) + Country code (81) + Area code + Local number

For example, to call the Tokyo landline 03-1234-5678: 011-81-3-1234-5678

To call the Japanese mobile 090-1234-5678: 011-81-90-1234-5678

On an iPhone or Android phone, press and hold 0 to type +, then dial +81 instead of 011-81. With TwinPhone, you can also dial in international format: +81-3-1234-5678. The dialer automatically handles the formatting.

Important: drop the leading 0 from Japanese numbers. Tokyo is 03 locally, but you dial 3 when calling from abroad.

Japan Landline vs Mobile Rates: Why the Difference?

At most app services, mobile rates to Japan are higher than landline rates: Rebtel lists $0.05/min to mobiles against $0.025/min to landlines, and Google Voice $0.04 against $0.02. This isn't a markup — it reflects how Japanese telecom works.

Japan's mobile networks (NTT docomo, au by KDDI, SoftBank and, since 2020, Rakuten Mobile) charge higher termination fees than landline networks (NTT). These termination fees are passed on to the caller.

Tip: at services that price mobiles higher, a home landline costs less per minute to call. On TwinPhone the landline rate depends on the area code: Tokyo (03) numbers are at the low end, Osaka (06) and Nagoya (052) at the high end, and a Japanese mobile can cost less than an Osaka landline. The dialer shows each number's rate before you call.

Best Times to Call Japan from the US

Japan is in the JST timezone (UTC+9). Here's when to call based on US time zones:

From the East Coast: call between 7PM-11PM EDT (6PM-10PM EST in winter) to reach Japan at 8AM-12PM the next day.

From the West Coast: call between 4PM-8PM PDT (3PM-7PM PST in winter) to reach Japan at 8AM-12PM the next day.

Japan does not use daylight saving time, so the gap changes when US clocks do: Tokyo is 13 hours ahead of New York from mid-March to early November and 14 hours ahead in winter.

Japanese offices usually work 9AM-6PM, Monday to Friday, so a US evening call from Sunday to Thursday reaches Japan on a working morning.
